Would A Good God Let Bad Things Happen?

It's an old question, one that I've heard addressed in every church I've attended.
Michael Novak wrote an opinion page posted with USA Today that addresses that very same question. This is a very deep theological question and I'm afraid that for unbelievers (unregenerated minds), the answer is not going to be understandable.
